Overview

Refugee Housing Solutions (RHS) is a Church World Service capacity strengthening project with expert staff who support ORR-eligible populations and service providers among others to find and create affordable housing solutions across the United States. RHS endeavors to close gaps in housing challenges through effective and efficient housing support initiatives which strengthen communities’ housing stability and ultimately foster successful integration and prosperity, creating a more connected and thriving nation for all. Purpose

The Housing Department Contractor will be an experienced writer/editor with expertise in research, housing, refugee resettlement, and monitoring and evaluation frameworks. The Contractor will research and develop resources, reports, articles, frameworks, and/or toolkits for publishing to further advance the work of the housing departmentThe contractor may be responsible for reviewing and advancing the M&E framework of the housing programs in accordance with donor guidelines with the goal of surpassing contractual requirements to foster successful refugee resettlement and integration in the U.S. The primary responsibility of this position is to both create subject matter expert content and ensure accountability and effectiveness of programs through data collection and analysis to inform program design. CWS is sourcing contractors that can work remotely in the continental U.S on project specific requests.    

Responsibilities

  • Research and provide Subject Matter Expertise (SME) and written content to be published on housing specific and/or innovative case studies and topics as well as M&E frameworks 
  • Adapt written communication to varied populations and learning levels. 
  • Create housing specific curriculum for Refugee Housing Solutions stakeholders including but not limited to landlords and property managers, ORR-eligible populations, and ORR-eligible serving organizations. 
  • In coordination with core programs leadership, develop, maintain, and continually improve the overall reporting framework for Refugee Housing Solutions in collaboration with the supervisor and colleagues. 
  • Create efficient and effective monitoring tools and protocols to assess compliance with federal contracts, promote best practices that exceed program requirements, identify trends, and report on program progress. 
  • Identify strengths and weaknesses in existing data collection and management systems and propose solutions. 
  • Utilize established indicators and develop additional indicators, where appropriate, to measure achievement and evaluate outcomes; through regular review of qualitative and quantitative data, identify program trends, promising practices and areas for improvement and make recommendations for program development and enhancement; assist CWS HQ colleagues in assembling outcomes reports for CWS staff knowledge. 
  • Perform other related duties and projects as requested. 

Qualifications

Experience:  

  • Contractors with a bachelor's degree must have at least 5 years of experience writing content for publishing with minimal revisions. 
  • Demonstrated experience in monitoring, evaluation, and learning frameworks.   
  • Knowledge of local community social services and other resources and be skilled in identifying resources in unfamiliar areas. 
  • Maintain up-to-date self-education about housing development trends and challenges, resettlement and integration programs, Monitoring and Evaluation frameworks, and develop specific expertise in clients’ housing needs. 
  • Experience navigating complex systems such as affordable housing landscape and innovative housing solutions required. 

Skills: 

  • Demonstrated strong written communication including the ability to adapt to to varied populations and learning levels.  
  • Strong interpersonal and diplomacy skills; ability to work collaboratively and effectively with partners and teams. 
  • Ability to always conduct oneself in a professional and courteous manner to represent the professional and institutional interests of CWS. 
  • Knowledge and experience in working with Microsoft Word, Excel, Power Point, and database software is essential; experience with Microsoft SharePoint and Articulate 360 (or other Learning Management System) preferred. 
  • Strong writing skills a must. 
  • Ability to work in a multi-cultural environment. 
  • Ability to speak a primary language from a target population preferred but not required (such as Arabic, Dari, Pashto, Ukrainian, Russian, Spanish, Haitian Creole, French, etc.). 

 

Education & Certifications  

  • Masters degree preferred, in the following fields:  social work, psychology, sociology, or other relevant behavioral science.  
  • Minimum of a Bachelor's degree required, in the following fields: social work, psychology, sociology, or other relevant behavioral science.
