Purpose

The Director, Program Design & Development, of US Programs will work closely with CWS leadership to create and implement the US strategic direction and to advance CWS’ mission and deepen the impact of CWS programs in the United States. Reporting to the US Regional Representative, the Director Program Design & Development, US Programs will to work across teams and localities to elevate attention to high quality program design, create systems to capture strong and innovative program models, strengthen diversified donor prospecting especially among private institutional donors, strengthen proposal development capacity, and support the implementation of US Programs strategy for resource generation.

Responsibilities

Strategic Program Design

  • Lead and contribute to programs-focused strategic design and resource generative initiatives, from development through successful execution, under the guidance of the US Regional Representative and in coordination with programs leadership, Deputy Regional Representative, and state and office directors.
  • Collaborate with US leadership and CWS technical advisors to ensure ongoing application of best practices and appropriate technical approaches in all CWS US programming
  • Contribute to the development of US annual strategic planning and work planning processes, in coordination with US Programs leadership.
  • Provide thought partnership to US Regional Representative and US teams to develop and continually improve programmatic design and development strategies.
  • Lead and manage the design of programs that cut across localities and coordinate successful program launch and ongoing oversight.
  • Represent US program strategies and goals to CWS Development colleagues to build and maintain a shared understanding of program priorities, promote alignment, and contribute to attracting diversified funding to support CWS’ goals.

 

Program Management

  • Assist the US Regional Rep and Deputy Regional Rep in decision-making and program management related to CWS’ US program portfolio role.
  • Support US Programs teams to effectively manage grants and awards, including establishing (where needed) systems for effective donor reporting and compliance.
  • Review, design, and execute improvements to organizational systems including, for example, review of funding opportunities, post-award grant management, and sharing of promising program models. Identify knowledge and skills gaps and help address them.
  • Support the Regional Representative and US Programs teams to scale programmatic and operational capacity in each region, in line with strategic and organizational priorities.
  • Recommend cross-regional approaches to shared program needs; identify, document, and disseminate best practices between CWS local offices and affiliates.

 

Resource Development and Diversification

  • Support the continued institutional funding growth and diversification of funding for CWS’ US Programs.
  • Coordinate program design and proposal development for cross-regional programs/initiatives, in collaboration with Business Development.
  • Coach and support regional teams to establish and strengthen relationships with institutional donors and technical staff, including but not limited to private foundations, corporate foundations, and federal funders as appropriate.
  • Participate in meetings between HQ BD and US Programs teams and maintain strong understanding of regional funding priorities.

 

Coordination & Representation

  • Support interdepartmental collaboration across US Programs teams, particularly on cross-regional strategic initiatives.
  • Maintain communication with international programs leadership and promote collaboration between US and international programs in prioritized areas.
  • Champion and contribute to the continual improvement and implementation of CWS’ justice-informed, locally led approach to its work.
  • Work with finance and compliance teams to support the effective execution of grants that are compliant with donor requirements.
  • Work closely with the Technical Unit and Program Quality and Compliance Teams to understand, socialize, and contribute to CWS’ grants management and technical assistance work.
  • Support US Regional Rep and Deputy Regional Rep to represent CWS programs to external stakeholders including donors and partners.
  • Represent US programs to internal stakeholders, especially Program Finance and Business Development, to promote transparent collaboration and advance program and organizational goals and strategies.

Qualifications

Education:

  • Bachelor’s degree in a related field required, advanced degree in nonprofit management, social services, refugee/immigration policy, or international development

 

Experience: 

  • Minimum of 10 years of related work experience with demonstrated success designing and leading implementation of program initiatives with refugees, immigrants and other marginalized populations in the United States required.
  • 5-10 years of field-based program design or management experience in one or more of the following technical areas: refugee resettlement, immigrant rights and protection, and/or social services programs required.
  • Familiarity with public (USG and state) and private sector institutional donors required. Experience with program design and implementation grant writing/proposal required. Experience in a HQ-based leadership position coordinating or overseeing field-based leadership overseeing program implementation preferred.
  • Highly effective project management skills for leading and coordinating complex projects and initiatives across teams.
  • High competence and demonstrated experience working in a matrix management context.
  • Ability to work in a multi-cultural/multi-national environment required.
  • Excellent written and verbal communication skills.

Special Requirements

Preferred work location is New York, NY; other mutually agreed locations possible.
