Purpose

Under the direction of the State Director, the Associate Director (AD) for Programs is responsible for the management and supervision of direct client services and programs in his/her assigned office included state funded programs (e.g. Refugee Social Services, Refugee Cash Assistance, Refugee Medical Assistance), the federally funded Preferred Communities case management programs, immigration legal services, anti-trafficking and other wrap-around programming including workforce development, cultural orientation and language access. This position is responsible for ensuring high quality case management services are delivered to clients, as well as programmatic compliance with contract requirements and oversight of local grant implementation. This position serves as the primary point of contact in the local office for internal CWS matters related to the office's work. The AD partners with the State Director and other office directors and/or other ADs in the state on external engagement opportunities, fundraising, statewide advocacy efforts and community relationships. The Associate Director will provide direct supervision to program supervisors and ensure the provision of trauma-informed, strengths-based services that support both the client and overall program implementation.

Responsibilities

Program Oversight

  • Serve as the point person for program-related oversight; in collaboration with program supervisors, oversee grants, reporting, budgets, and overall grant compliance.
  • Collaborate effectively with the State Director, other ADs and other offices within the state, national programs and technical unit colleagues to ensure seamless services to refugees and other eligible populations.
  • Ensure high quality service provision to program participants; monitor and evaluate services through regular and systematic file reviews, client interviews, and field visits, to ensure compliance with donor requirements and provision of quality programming and services.
  • In coordination with program supervisors and finance team, oversee program budgets, including tracking the direct distribution of client assistance funds; review budget forecasts; develop new program budgets and monitor programmatic spending.
  • Represent CWS at the community level in community meetings with local partners and organizations including refugee and immigrant serving agencies, social services offices, health clinics and other local service providers. 
  • Support the State Director in pursuit of opportunities to support the successful integration of refugees and immigrants living in the local community, including through community volunteers.
  • Support State Director with office operations and oversight. Serve as senior program lead in local office.

Staff Supervision

  • Oversee local office program supervisors, including recruitment, managing performance, creating staff development plans, regular individual supervision, coaching/mentoring.
  • Create and maintain a collaborative environment, advancing CWS's values in the workplace, and promoting a culture of trust and transparency.
  • Support State Director in providing technical oversight and monitoring program performance to ensure excellence in programming at all levels. Ensure the reporting and collection of accurate client data.
  • Utilize project management tools to track data, identify stories of impact and communicate program outcomes to internal partners and external stakeholders. 
  • Demonstrate, through words and actions, a commitment to diversity and inclusion, and assist with developing and implementing the DEI and teambuilding initiatives in the office.

 

Other Responsibilities

  • Serve as a key member of CWS's leadership team in the state, participating in strategic and state-wide discussions and processes.
  • Participate in all program meetings, staff development activities, and fully engage as a member of the team.
  • Comply with all policies, procedures and protocols of the agency.
  • Work to promote an equitable and inclusive office environment.
  • Perform other related duties and projects as requested.

Qualifications

Education and Certifications:

  • Bachelor’s degree in social work, international development, related field or equivalent experience in lieu of degree. Master’s degree preferred.

 

Experience:

  • A minimum of 7 years of progressively responsible experience delivering social service programming.
  • A minimum of 5 years of supervisory experience of a multi-person, diverse staff required.
  • Strong understanding of especially vulnerable refugees’ intensive case management needs; technical experience in at least one key program area.
  • Experience supervising programs with significant case file documentation and reporting responsibilities required.
  • Experience overseeing program finances and developing/maintaining multiple program budgets.
  • Demonstrated experience with successful grant writing, proposal development, and project implementation.
  • Strong, demonstrated skill in donor compliance and donor relations.
  • Ability to comfortably and effectively speak in front of groups.
  • Good interpersonal and communication skills, conscientious, high degree of emotional intelligence and integrity.
  • Self-directed and thorough in working with procedures, data entry/record keeping.
  • Highly organized with the ability to work under pressure with deadlines.
  • Ability to effectively work in a multi-cultural work environment.

 

Skills:

  • Excellent communication/teaching skills, both oral and written; Ability to draft reports and assist with grant writing required; experience with public speaking required.
  • Excellent project and data management skills and an ability to manage a large and diverse workload under pressure and with competing priorities.
  • Strong interpersonal and diplomacy skills; ability to work collaboratively and effectively with partners and teams.
  • Ability to conduct oneself in a professional and courteous manner at all times to represent the professional and institutional interests of CWS.
  • Knowledge and experience in working with Microsoft Word, Excel, Power Point and database software is essential.
  • Ability to work in a multi-cultural environment required.
