Purpose

The State Finance Manager manages the financial operations and ensures the fiscal health and stability of CWS’s programs in the assigned state. This position requires a strong understanding of accounting principles, financial management, budgeting, forecasting, audit preparation, and compliance with relevant regulations. The incumbent is responsible for compliance with CWS policies, procedures, and accounting standards implemented within the state to ensure internal controls, segregation of duties and systems are in place to support effective program implementation. The State Finance Manager oversees all the financial and accounting aspects in a complex portfolio of Federal, State, Local and Private grants. The incumbent reports to the State Director and collaborates closely with program leadership, Finance Systems and Operations, Global Finance and Accounting, and the Chief Financial Officer. The State Finance Manager will supervise the finance support staff for the state.

Responsibilities

Responsibilities:

Financial Management:

  • Develop financial strategies and oversee implementation of finance policies and procedures to ensure effective financial management and accountability.
  • Oversee the state’s budgeting process, including the preparation, monitoring, and reporting of the state annual budget, as well as individual office budgets and multiple grant budgets.
  • Analyze financial data, provide regular reports, and present financial information to Headquarters, State Director, and program Managers.
  • Conduct financial forecasting and risk assessment to support strategic decision-making.
  • Ensure compliance with financial regulations, accounting standards, and reporting requirements.
  • Make finance functions accessible and clear to state and local office leadership to ensure comprehension and support timely and sound decision-making.

 

Accounting and Reporting:

  • Manage the state's accounting functions, including accounts payable and receivable, general ledger, financial reporting and financial documents in accordance with legal and regulatory requirements. 
  • Oversee the preparation and analysis of financial statements, ensuring accuracy, completeness, and timeliness.
  • Review, analyze, and prepare monthly financial activity reports for the CWS offices in the state.
  • Oversee and review monthly Bank Reconciliations, banking transactions, petty cash account and disbursement.
  • Oversee compilation of credit card receipts and statements, staff expense reports and service fees; ensures CWS /Headquarter office receives these items in a timely manner.
  • Coordinate and manage state audit and monitoring process and assist with the organizational annual audit process as needed.
  • Coordinate with the global accounting (or headquarters) receivables functions regarding the receipt and processing of incoming donations.
  • Implement and maintain internal controls to safeguard assets, data, and prevent fraud.

 

Budgeting and Financial Planning:

  • Lead the development, implementation, and preparation of the state's annual budget, including a budget narrative that explains the proposed budget, in collaboration with program managers, local office leads and State Director.
  • Monitor and track budget performance, identify areas of concern, and propose corrective actions to support long-term financial planning and sustainability.
  • Maintain a standard of cash flow forecast and year-end financial forecast.
  • Properly prepare monthly allocations of expenses for the state.

 

     Grants and Funding Management:

  • Oversee the financial aspects of grant management, including budgeting, reporting, and compliance across state portfolio of diverse grants from federal, state, local and private funders. 
  • Coordinate with program managers, local office leads and State Director to ensure accurate financial reporting for grant-funded projects. 
  • Lead the preparation and submission of monthly and quarterly financial reports for state and local grants; provide support to global finance staff on federal and select private grant reporting, as needed. 
  • Maintain relationships with financial donor leads and financial institutions as appropriate and as requested by State Director.  

 

     Team Management and Leadership:

  • Lead and manage the finance team in the state, providing guidance, coaching, and professional development opportunities. 
  • Foster a culture of collaboration, accountability, and continuous improvement within the finance department. 
  • Collaborate with other State Finance Managers, CWS Headquarters, and CFO to support organizational goals and initiatives. 
  • Leading and/or participating in special projects and activities as assigned.

Qualifications

  • College graduate with a Bachelor’s degree in accounting or finance and equivalent work experience with complex finance management in a non-profit environment.
  • A minimum of  7 years’ work experience in nonprofit accounting/finance, with a strong working knowledge of accounting and finance.
  • A minimum of 2 years' experience supervising others. 
  • Computer literate, with proficiency in MS Office Suite (Word and Excel) and internet applications.
  • Exceptional organizational and time management skills are required.
  • Ability to work with and maintain the integrity of confidential financial and payroll information.
  • Demonstrated people management experience
  • Excellent communication skills are essential; strong interpersonal, supervisory, and customer service skills required.
  • Ability to work in a multi-cultural environment required.
