Purpose

The Regional Finance Director plays a crucial role in managing the financial operations and ensuring the fiscal health and stability of the region. This position requires a strong understanding of accounting principles, financial management, budgeting, forecasting, audit preparation, and compliance with relevant regulations. The incumbent is responsible for ensuring that the region has policies, procedures, internal controls, segregation of duties and systems in place to support effective program implementation. The Regional Finance Director oversees all the financial and accounting aspects in a complex portfolio of Federal, State, Local and Private grants. The incumbent reports to the Regional Director and collaborates closely with program leadership, Global Finance and Accounting, and the Chief Financial Officer. The Finance Director will supervise the Accounting Manager, Accountants, and finance department support staff for the region.

Responsibilities

Financial Management:

 

  • Develop, drive and implement financial strategies, policies, and procedures to ensure effective financial management and accountability.
  • Oversee the region’s budgeting process, including the preparation, monitoring, and reporting of the region annual budget, as well as individual office budgets and multiple grant budgets.
  • Analyze financial data, provide regular reports, and present financial information to Headquarters, Regional Director, and program Managers and Directors.
  • Conduct financial forecasting and risk assessment to support strategic decision-making.
  • Ensure compliance with financial regulations, accounting standards, and reporting requirements.
  • Make finance functions accessible and clear to regional and local office leadership to ensure comprehension and support timely and sound decision-making.

 

Accounting and Reporting:

 

  • Manage all aspects of the region's accounting functions, including accounts payable and receivable, general ledger, and financial reporting.
  • Oversee the preparation and analysis of financial statements, ensuring accuracy, completeness, and timeliness.
  • Review, analyze, and prepare monthly financial activity reports for the CWS Region offices.
  • Oversee Petty Cash account, disbursement of Petty Cash, Cash Equivalents and other banking transactions.
  • Responsible for overseeing and reviewing monthly Bank Reconciliations.
  • Oversee compilation of credit card receipts and statements, staff expense reports and service fees; ensures CWS /Headquarter office receives these items in a timely manner.
  • Coordinate and manage the annual audit process and liaise with internal and external auditors.
  • Ensure proper record-keeping and maintenance of financial documents in accordance with legal and regulatory requirements.
  • Oversee receipt and processing of incoming donations.
  • Develop and implement internal controls to safeguard assets, data, and prevent fraud.

 

Budgeting and Financial Planning:

 

  • Responsible for multiple complex budgets exceeding an aggregate of $40 million dollars.
  • Lead the development, implementation, and preparation of the region's annual budget in collaboration with program managers and directors.
  • Provide continuous guidance and support to program leadership in budget forecasting monitoring, and variance analysis.
  • Provide financial guidance that drives better program and mission decisions.
  • Monitor and track budget performance, identify areas of concern, and propose corrective actions.
  • Conduct revenue and expense trend analysis and benchmarking to prepare a budget narrative and schedules that explain and substantiate the proposed budget.
  • Conduct financial analysis and modeling to support long-term financial planning and sustainability.
  • Maintain a standard of cash flow forecast and year-end financial forecast.
  • Properly prepare monthly allocations of expenses for the region.

 

Grants and Funding Management:

 

  • Oversee the financial aspects of grant management, including budgeting, reporting, and compliance across complex portfolio of diverse grants from federal, state, local and private funders.
  • Coordinate with program managers/directors to ensure accurate financial reporting for grant-funded projects.
  • Lead the preparation of monthly and quarterly financial reports for local, state, federal and private grants.
  • Identify and pursue funding opportunities, including grant applications, and fundraising initiatives.
  • Maintain relationships with funders, donors, and financial institutions to support ongoing financial sustainability and represent CWS with funders as requested by Regional Director.

 

Team Management and Leadership:

 

  • Lead and manage the finance team of nine (9) comprised of local office accounting specialists, regional accountants and senior accountant, providing guidance, coaching, and professional development opportunities.
  • Foster a culture of collaboration, accountability, and continuous improvement within the finance department.
  • Collaborate with other Regional Finance Directors/Managers, CWS Headquarters, and CFO to support organizational goals and initiatives.
  • Leading and/or participating in special projects and activities as assigned.

Qualifications

  • College graduate with a Bachelor’s degree in accounting or finance and equivalent work experience with complex finance management in a non-profit environment.
  • A minimum of 8 years’ work experience in nonprofit accounting/finance, with a strong working knowledge of accounting and finance.
  • A minimum of 2 years' work experience supervising others. 
  • Computer literate, with proficiency in MS Office Suite (Word and Excel) and internet applications.
  • Exceptional organizational and time management skills are required.
  • Ability to work with and maintain the integrity of confidential financial and payroll information.
  • Demonstrated people management experience.
  • Excellent communication skills are essential; strong interpersonal, supervisory, and customer service skills required.
  • Ability to work in a multi-cultural environment required.
